On June 21, 2006, six days after Judge Crittenden issued his order against the Concerned Members, the web site BlueGrassReport.org
reported it, too, had been blocked from Kentucky State government computers. The web site of the Concerned Members of the
KHS was blocked long before that.
The State Office of Administration admitted blocking web sites for the purpose of maintaining worker productivity. However,
the blocking was random and not specificly targeted. No reasoning appears to support which web sites were available to state
employees, and which were denied. While political blogs appeared to dominate the list of the banned web sites, some Republican
blogs remained accessbile to state employees. A number of religious web sites also were banned, because the word "bondage"
appeared on them.
The banning of the Concerned Members' web site appears to be unique. The blocking is the only one that can be identified
as having a nexus between the actions of the State regarding a specific issue and the public it affects. The ban on the Concerned
Members' web site occurred shortly before the KHS initiated its litigation against its own members, while it continued to
defy the law by not complying with the Open Records Act.
